Since 2013 Southwater Parish Council have been preparing a Neighbourhood Plan under the powers given to it by Localism Act 2011. Since the decision to make a neighbourhood plan was made, considerable time and resources have been expended on the project and a milestone has now been reached - the Regulation 14 Consultation.
At this point, the draft plan and associated evidence base is consulted upon. We are seeking to gather the views of all stakeholders. These views may relate to the proposed policies, the content and wording of the plan, whether the evidence base is appropriate/correct, or anything the plan is missing. If you have any views on the documents we want to hear them so that we can take them into account moving forward. Once these views have been gathered the plan and its associated documents will be amendeded as necessary before being submitted to Horsham District Council for examination.
This consultation is a formal public consultation on the Pre-Submission Southwater Neighbourhood Development Plan in accordance with Regulation 14 Neighbourhood Planning (General) Regulations 2012. It is a six-week consultation which runs from 5th October until midnight on 16th November 2018 (now extended until midnight on 25 November 2018).
This is a neighbourhood plan and it is imporant that all stakeholders within the community have their say on it - we would like to thank everyone in advance for their time taken to submit their responses to this consulatation.

Drop-In Sessions & Exhibition
Drop-in sessions will be held at Beeson House (address above) on the following times when members of the Steering Group will be available to discuss the draft plan and associated documents with you:
- 10am - 12noon on Saturday 13th October
- 6pm - 8pm on Tuesday 23rd October
- 10am - 12noon on Saturday 10th November
The Steering Group have been working hard to put this together so please do come along and talk through the proposals with them - they look forward to meeting you.
If you are unable to come on the above days/times there will also be a permanent exhibition in Beeson House from 13th October 2018 until the end of the consultation period. This will be accessible during the Beeson House opening hours (Monday to Friday, 10:30am till 3:30pm).
We will also be at the Southwater Christmas Festival on Saturday 24 November 2018.

How to respond to the consultation
All responses to this consultation must be received in writing prior to the end of the consultation period and will be published verbatim when the plan is submitted to Horsham District Council.
Anonymous responses, responses that contain inappropriate language, defamation or are deemed to be offensive will not be accepted. If your comment is not accepted we will notify you, so long as contact details have been provided and consent given for us to contact you.
Unfortunately we have had to disable our online response form for technical reasons. Please respond to this consultation via:
- Email - please download the word version of the form () and email it back to us.
- Post - Please note that digital responses are preferred. A form () for submitting hand written responses can be downloaded here or obtained by visiting the Parish Council at Beeson House where hard copies are available to collect.
However you choose to respond to this consultation, please ensure that you submit your response before the end of the consultation period (midnight on 16th November 2018).
